Every City agency's updated accessibility plan is due May 1, 2027.

Local Law 12 of 2023 requires each New York City agency to develop and implement a five-year accessibility plan, post a progress report every May 1, and post an updated plan on May 1, 2027, then every three years. The plan reaches the workplace, services, programs and activities, and physical, digital and programmatic access.

Here's what the plan has to hold, what the progress report has to show, and what the practice performs for the agency's Disability Service Facilitator and the office named to complete the plan.

What the law asks of each agency

Section 23-1004 of the Administrative Code, as enacted by Local Law 12 of 2023. The office the law refers to is the Mayor's Office for People with Disabilities.

The whole agency, for five years

The steps the agency is taking now, and will take over the next five years, so its workplace, services, programs and activities are accessible to, accommodating of and inclusive of people with disabilities.

Projects, with budgets and timelines

Ongoing and planned projects for physical, digital and programmatic access and effective communication: alterations to facilities the agency owns, operates or contracts for, planned investments in technology, and any other steps. Budgets and timelines are included where practicable.

Each plan is built on a template from the Mayor's Office for People with Disabilities, and each agency develops its plan together with that office.

A progress report every May 1

Since May 1, 2025, each agency posts a yearly report on the progress it made in the previous fiscal year toward the plan's goals, and submits it to MOPD, which sends the reports to the Mayor and the Speaker of the Council.

An updated plan every three years

Beginning May 1, 2027, and every three years after, each agency posts an updated five-year plan and submits it to MOPD, which sends the updates to the Mayor and the Speaker by May 15, 2027.

A web statement and a named office

Since 2023, each agency has had to post a statement on web accessibility with a way to receive complaints about it, and the name of the office responsible for completing the plan.

Each agency also designates a Disability Service Facilitator under Local Law 27 of 2016. The City publishes the plans on its Agency Accessibility Plans site.

What stays with the agency, and what the practice performs

The plan is the agency's. The work behind it doesn't have to be done by the people already carrying the facilitator role. The principal held the Disability Service Facilitator role at the New York City Department of Education before Local Law 12 took effect, so the practice reads these plans from the facilitator's side of the desk.

  • The office named as responsible for completing the plan
  • The Disability Service Facilitator designation
  • Decisions on accommodation requests and complaints
  • Posting the plan and the reports, and the submission to MOPD

Performed by the practice

  • The evaluation the plan rests on: facilities, programs, digital channels and communications, each finding dated and marked meets, doesn't meet or not tested
  • The progress report for the past fiscal year, measured against the plan's own goals, with the evidence behind each line
  • The updated plan for May 1, 2027, drafted in MOPD's template
  • Manual testing of the agency's websites, apps and documents to the WCAG level the agency has set
  • Casework and records for the Disability Service Facilitator, under the facilitator's designation
  • The dated record that shows the plan was carried out

Design and sealed drawings for any alteration are referred to licensed architects.

Working backward from May 1, 2027

Two documents are due that day: the progress report on fiscal 2026 and the updated five-year plan. The months before it are approximate; the date is not.
